How to Buy Development Land in Dubai: GFA, FAR, Zoning and Due Diligence
A decision framework for developers, family offices and investors evaluating residential, mixed-use, hospitality and commercial plots in Dubai.
Start with the legal asset
Obtain the current title deed and identify the registered owner, plot number, area, tenure and registered restrictions. For a foreign buyer, confirm that the exact land is eligible for the proposed individual or corporate ownership structure. Do not treat a community’s general freehold reputation as proof for a specific plot.
Confirm seller authority, mortgages, attachments, outstanding master-developer balances and whether any NOC or third-party consent is required for transfer.
Read the affection plan and planning controls
The affection or site plan should be read with the applicable planning and master-community documents. Record the permitted use, plot area, GFA, FAR, maximum height, basement and podium allowances, setbacks, access, parking obligations, loading requirements and any mandatory design or public-realm standards.
A verbal statement such as “mixed use” is not enough. Establish the permitted allocation between residential, office, retail, hotel or hotel-apartment components and whether changes require approval.
GFA, BUA and sellable area are not interchangeable
Gross floor area (GFA) is an authority-defined planning measure. Built-up area (BUA) may include constructed areas that are treated differently under the applicable measurement rules. Sellable or leasable area is the revenue-producing component after cores, services, circulation, parking and other non-saleable areas.
The conversion from GFA to sellable area depends on design efficiency and product type. Do not apply a standard efficiency percentage without a concept design reviewed by the relevant consultants.
Price per GFA is useful—but incomplete
Calculate the land price divided by verified permitted GFA. Then compare it only against plots with similar location, use, height, payment terms, infrastructure position and development constraints. A cheaper price per GFA can be misleading if the site has difficult access, inefficient geometry, expensive parking, infrastructure contributions or a product mix with weak demand.
Model acquisition cost, financing, design, approvals, construction, infrastructure, marketing, sales commissions, contingencies and delivery timing. Test revenue using evidence-based sale prices or rents rather than headline portal asking prices.
Infrastructure and master-developer checks
Confirm road access, utility connection status and capacity, district cooling, drainage, telecom, temporary works access and any infrastructure or connection charges. Ask whether community, design-review, development or service fees apply and whether outstanding amounts transfer with the land.
Establish the approval path and likely sequencing across the master developer, Dubai Municipality, DLD, Civil Defence, roads, utilities and other applicable authorities. Requirements vary by location and project type.
Documents to request before an offer
Request: title deed; affection or site plan; owner identification and selling authority; zoning and permitted-use evidence; verified GFA and height; master-developer statement and NOC requirements; mortgage and liability position; utility and infrastructure information; concept or approved designs; geotechnical or environmental reports if available; payment terms; transfer-cost allocation; and any time limits or construction obligations.
Structure the offer around verification
A serious offer can remain conditional on satisfactory title, planning, technical and commercial due diligence. Define the document-delivery period, exclusivity if agreed, deposit treatment, transfer deadline, default provisions and what happens if a material planning statement is incorrect. Use lawyers and technical consultants appropriate to the transaction scale.
Development-plot red flags
Watch for GFA stated without source documents; price per square foot calculated on plot area when the market compares GFA; unclear freehold eligibility; unverified extra GFA; assumed hotel or residential conversion; missing infrastructure costs; reliance on a concept rendering as approval; seller identity that does not match title; payment instructions to unrelated parties; or feasibility based only on optimistic asking prices.
Frequently asked questions
Can foreigners buy Dubai development land?
Yes, where the exact plot and buyer structure are eligible under Dubai’s designated ownership framework.
Should I compare plots by price per plot square foot or GFA?
Both can be informative, but development comparison commonly centres on verified permitted GFA. Planning, product and cost differences must still be normalised.
Is sellable area always higher than GFA?
No universal relationship should be assumed. Definitions and exclusions vary. Use the approved planning basis and a project-specific concept design.
Is an affection plan enough for due diligence?
No. It is a key document, but title, authority rules, master-developer requirements, infrastructure, technical conditions, liabilities and commercial feasibility also require review.
